It far too long a procedure to do here. You DO NOT adjust the throttle cable to set idle speed or anything related to it. It is a throttle cable adjustment only, again, that is covered in the manual.

The key locates the flywheel in the proper relationship to the crankshaft and hence timing cannot get drastically out of spec unless someone has messed with the advance linkage.The carbs does not have an 'idle stop' adjustment. The important is to get the carbs starting to open at the timing specified when the arrow on #47 lines up with the roller on the carb (pick up timing).
