Most settlement start out with debuffs. They will be replaced by buffs if you keep building them up and resolving other issues. I'm looking for an answer as well, one site mentioned you'll replace your settlement if you claim a second one, so you can only have one at a time. I haven't tried it yet though.

Pretty sure you can only have one settlement. You can claim new ones but that abandons the old one. For a new player I wouldn't recommend putting much effort into it. Focus on upgrading your exo suit, and your personal ship. This game will take dozens of hours, so be ready.
