This keeps happening. I go to Dawnstar to do the Dawnstar Hidden Chest Loop, but the Kahjits are not there so I wait. I wait like at least a week. Then, these three Goobers show up, but the actual Merchant is no where to be found. So I have to keep waiting. I have to wait like months and months.
