Semper K9 Federal Prison Program. Semper K9 has been approved by the Federal Bureau of Prisons to work with approved inmates to help train service dogs for our disabled veterans. Our current prison programs are housed at FCI McDowell in Welch, West Virginia and FPC Alderson in Alderson, West Virginia.
