I ended up at the Toyota dwaler and they found an issue with somthing to do with exhaust pumps and ended up putting me in a rental and fixing it under a recall.

You usually need to be going about 5 miles an hour before you hit the 4HI button. Once it engages, the light will stop blinking. Then you can stop put the truck in neutral and then puch the 4LO button. The truck will not go into 4LO without first being in 4HI. The diagnostic scan indicates 3 items related to the Check Engine and 4WD blinking. P2240 and P2241 are faults with the O2 sensors and these results in the Check Engine Light coming on. These are usually due to faulty sensors and rectified by replacing them. C1268 is a fault with the 4WD switch or its wiring.

Toyota want almost $1000 for that part alone and you'll still have to open the transfer case up to pull the actuator off. Instead I went a bought an used whole transfer case for $600 and put it on. No more 4lo flashing and my 4hi and 4lo work now.

I was in 4-high. It was working fine. When I turned the switch to 4 low while in neutral, the light on the dash just blinked rapidly. It wouldn't switch to 4 low.

If it's still flashing, move back to 4hi, drive forward a bit, then stop, put it in neutral, move to 2hi. Drive a little. Then if you still want to be in 4 wheel low, try moving back down to 4hi and then 4lo, moving a little between each change. PS you might have turned the 4 wheel drive knob by accident.
