Well, you aren't suppossed to 'wave' it, and that noise means is recognizes it as an NFC thing, but not an amiibo. Unless the little tag shows up at the top of the screen saying that you've already used it. Idk what to tell you. Stop waving it, you're supposed to hold it down until it activates.
