Here is what has been done: Honda OEM vtec spool assembly replaced. I did this a few weeks ago when the code first surfaced. Reset CEL and all was good for a few weeks, then I got another code event with P2646 again. Then I took it to a trusted mechanic. Oil screen that is buried behind the PS pump cleaned by tech.

The code came up P2646 (rocker arm off or stuck). I took the info and drove about 20 more total miles and then it happened once again. I looked at the some info online and decided it might be VTEC oil pressure switch related as the code diagnostics said. SO I picked up one up and installed it.
This makes sense that pressure switch connector is susceptible to moisture leaking into the terminal, causing a short and code 2646, and possibly resulting in corroded terminals and an open circuit and code 2647 as I experienced.
