In DS3 you have 2 choices, level physical early game and respec later to pyromancy when you get the Giants Coal/Chaos Gem, or make your weapon raw and only level your pyromancy. Pyro doesn't scale with any stat, only with the upgrades to the flame. You will want to put some points into Attunement, so you have more spell slots to work with. Dexterity: between the scores of 35 and 45, the spells begin to cast faster, and pyromancy actually gets the best benefit out of this increased casting speed.
