After hours of trying to solve the problem, I decided to give up and uninstalled it. As a nice little side effect, my sound now ALWAYS gets delayed a slight bit more every time I plug in and unplug the headset. Super fun to watch YouTube videos among other things with their mouths working but the sound coming slighly later. YAY!

As you've probably noticed, there is no green bar underneath the Sound area. I can hear the game's music and sound effects very well on my headphones. I've tested OBS with Guild Wars 2, and the game capture work perfectly (video, sound, and mic). I have no idea why OBS doesn't capture the music and sound effects from the FFXIV video game. :/
