The Ford manual says to set the Control Lever at 3.75" from the top stop, the IT book says to set it at 4 1/8" from top stop. Also there is a cam follower pin (dowel) that gets badly worn from riding on a cam for many years. Replace it. If the cam is badly worn, build it up with weld and grind it back to near original. Also, make sure that your draft control system moves freely. This is one of the advantages of JD over other makes that have a different design or only on one side. Those devices allow the ends of the lower two of the 3 point hitch to float indepently. The rock shaft and hence the lift links and draft links can go up regardless of how the items in this discussion are positioned.

Sounds like the control valve is out of adjustment and probably sticking. There are two adjustment to make, one with the lever down in draft control position and another with the lever up in position control. While the lift top is off it's best to replace the lift piston o-ring, remove and clean the control valve and check the cam pin for wear.

Clean the suction screen and hydraulic filter. Service the unloader valve and inspect the safety valve. Install new seal rings on the lift piston, new seals and o-rings throughout. Follow the lift handle linkage and draft control adjustment procedures in the manual.I do know that the 9N/2N/8N all used the PTO to drive the hydraulic pump and that the 9N/2N only had draft control and 3 speed transmissions.
