The rocks can be harvested for dragon chests. These are always locked in camp, but free to open in levels. The blue chests harvested from rocks contain more rocks. The chain becomes self perpetuating. I've made all of the top rocks in this level. I'll admit other levels might be faster. But you're incorrect that it can't be done.
